

Improving access to and within Downtown emerged from the review process on the Downtown Buffalo Strategic Plan as one of the top three priorities. Support for these projects was broad as well as deep: nearly every discussion group at the December 1999 Downtown Summit emphasized the importance of transportation and streetscape issues, including those focusing on living, economic development and attractions, marketing and image, environmental policy, and regionalism. Performance measures in this category are based on improvements in user satisfaction based on surveys, as well as parking and Metro transit ridership statistics. Increased competitive advantage with suburban development sites will also be considered. The ultimate goals of these projects are to improve access to, from, and within the Central Business District.
